patch showing paste-os and fixes

There are two places in two of the locale utility programs that look like paste
errors.  While the logic may "just work" this is picked up by a coverty scan.

The ld-collate one is a "will work" paste-o but IMHO should be fixed so it
reads right for future developers.

The ld-ctype one is more subtle but given the context it seems the right fix.
