First version of dsb_DE locale file

Request for new glibc locale dsb (Lower Sorbian)

Please find attached file dsb_DE.txt, it's the first version of this locale
file based on the hsb_DE file. It already includes special month names for
dates (in Lower Sorbian it is the genitive form of month names).

Please check the file because it is my first glib locale file I created.
