[Bug localedata/23140] More languages need two forms of month names

Slovak (sk_SK)

This change is controversial (same as Czech and Serbian) because, as far as I
understand the grammar rules, while a genitive case of a month name is
sometimes required the normal date format is day_number + ". " +
month_name_nominative. I will not commit without a positive feedback from the
language team. However, I hope the change will be useful and I offer my help
when adopting it.
