It seems like it has been postponed to glibc 2.28:

where it says:
Bug 14095 - Review / update collation data from Unicode / ISO 14651
Work on this is almost finished, patch will be sent to the mailing list in
a few days.
Postponed to 2.28
(Bug 14095 is the big collation update which includes the fix for
this bug here).

So glibc 2.28 is scheduled for 2018-08-01.
