    Mark bug 2981 (elf/tst-audit* fail on MIPS) as fixed.

    Changes in support of -fno-plt also cause the elf/tst-audit* tests to
    start passing on MIPS.  This patch duly marks the relevant bug as
    fixed in ChangeLog and NEWS.
