I just verified the output of ldconfig -p on a working "Raspbian" hard float
distribution that also prints:
ld-linux-armhf.so.3 (ELF) => /lib/ld-linux-armhf.so.3
On my x86 linux it's also ld-linux.so.2 (ELF) => /lib/ld-linux.so.2
So I don't think that's it. Could be that ld-linux-armhf.so.3 is a symlink to
ld-2.17.so which is more of a executable binary than an actual library if I
understand it correctly?

In my /etc/ld.so.conf is the path you would expect:
/opt/vc/lib
And yes, I have rebuilt the cache.

The system is newly-built from scratch, not an upgrade.
