[Bug libc/13385] request for an openpty variant that can atomically set FD_CLOEXEC

http://sourceware.org/bugzilla/show_bug.cgi?id=13385

See also this mail to the Austin Group, raising the issue of whether the next
version of POSIX should standardize something higher-level than posix_openpt(),
and if so, a request that it should be saner than openpty().

https://www.opengroup.org/sophocles/show_mail.tpl?CALLER=index.tpl&source=L&listname=austin-group-l&id=16644

If glibc implements a sane precedent first, it will be easier to argue for its
inclusion in POSIX.
