If some program in a non-customizable way uses %b, it either really wants a month
abbreviation (e.g. say in a spreadsheet column you use %b to print month
abbreviations, which are even without further context clearly month names;
if you use roman numbers or even worse normal decimal representation,
it is not clear it is a month number).  By setting month abbreviations
to decimal representation you force user to use what you decided is right,
rather than allowing him to select whatever he wants.
Even roman numbers for month are representable in current locales without
killing abbreviations - just define alt_digits in the locale
to 0, I, II, III, IV, V, VI, ... XCVIII, XCIX
and then anyone who wants to use roman numerals for months can use e.g.
%e %Om %Y, while %d.%m.%Y can be used with the same locale and %d %b %Y as well.
