I'm not completely sure, but I believe this is the ordering
specificed in ISO 14651. An old version is available from
<URL: http://anubis.dkuug.dk/jtc1/sc22/open/n2933.pdf >.
At least the en_US locale uses the content of
/usr/share/i18n/locales/iso14651_t1 for collate information.
