Yes and no. You definitely need to get a mail client which does not
wrap lines and mangle whitespace: take a look at how it came out below.

You may also want to read the GNU Coding Standards (or just browse
gdb/ChangeLog) to get an idea for what a changelog entry ought to look
like.
Beyond that the concept looks reasonable.
