running autoheader


I was running autoheader to generate config.in diffs for tls, and I
noticed that config.in ended up with more changes than I was expecting.

Anybody knows what the story is? Some of these changes seem to have been
brought in by the charset patch, and some are not mentioned in the ChangeLog.
