I can't speak for Apple so don't believe what follows ...
My understanding is that Apple have put in place all the paper work
needed to contribute the work back. That in its self was a pretty major
hurdle!
The next step is to find the resources to take that code and get it up
to a standard where it can be contributed. Actually, I believe that
they are trying to find the resources to get the GDB, GCC, BINUTILS and
probably many many other changes contributed to the FSF.
It would be nice to see the Objective-C stuff contributed by 5.1.
