[2012] Start of New Year Procedure...

Hello,

For now, I've applied the first 3 items in our "Start of New Year
Procedure", namely:

  - Rotate the ChangeLogs (new file ChangeLog-2011)
  - Add an entry in fnchange.lst for ChangeLog-2011
  - Update the copyright year in the version out of
    gdb/gdbserver/gdbreplay.

Attached are the patches that I applied.

I still have yet to update the copyright year for all files.
I am planning on using the gnulib script this year. It's something
new, so might take me some time before I commit the changes.

To avoid conflicts between new changes being checked in, and
this part of the update, I suggest we let me handle the copyright
year update. In other words, if you modify file foo.c and check it
in before I managed to update the copyright year, do not worry
about it. Just check the change in. The copyright year will be
behind for a short while, hopefully no more than a day or two,
but will be updated eventually. I hope this is OK.
