FYI: remove "possible namespace" code


I'm checking this in on the trunk.

While researching a different patch I discovered that the old "possible
namespace" code is unused.  This is readily seen by noticing that there
are no callers of cp_check_possible_namespace_symbols -- the function
that populates the "possible namespace" symtab.

This patch removes all this dead code.  I left the old command around,
just in case, but deprecated it.  I could remove it completely if
anybody likes.

Built and regtested on x86-64 (compile farm).
