Why is it now necessary to include ansidecl.h though?

Should we update gdbserver's Makefile dependencies to make
signals.c depend on signals.inc?

A nit, but, AFAICS, gcc uses the .def extension for these
table-ish files, and leave .inc for other kinds
of need-preprocessing files.  Maybe we could follow suit?
