[RFA-v3] Remove i386 low level debug register function from nm- header file.


Thanks to everyone for the feeback.
I tried to handle all your remarks.

I tested compilation on
go32v2, i386 windows and amd64 linux.
All three went OK.
I saw nothing special on testsuite for
the two last ones.
