Commit to src, yep.

I'm trying to figure out if DJ's reply:

is an ok to also commit the ChangeLog entry to the GCC include 
directory.  I guess it is a doesn't matter.  Come the revolution 
(GCC+GDB merge) I'd like to try to avoid a merge that looses src/include 
related ChangeLog entries.
