Rotate GDB's main ChangeLog file
gdb/ChangeLog:
* ChangeLog-2010: Renames ChangeLog.
* ChangeLog: New file.
* config/djgpp/fnchange.lst: Add exception for gdb/ChangeLog-2010.
Also fix a typo in the exception for gdb/ChangeLog-2009.
