[COMMITTED] Fix BUILD_STATIC build and enable gcov for debuginfod.

libdw now always needs -lpthread and -ld even when BUILD_STATIC.
BUILD_STATIC is only used when doing a gcov enabled build.
Enable gcov coverage also for debuginfod.
