Should redboot_ROM.ecm have set this to true?
I suppose I could create an additional .ecm file:
cdl_option CYGHWR_IO_FLASH_DEVICE_NOT_IN_RAM {
user_value 1
}

This is from the ecos.ecc that my build instructions above
created:
