   Why does Cygnus need to do this if Motorola have already completed a port...

We *do* have a copy of the Motorola sources inhouse!  There are a
couple problems with their code - first, they're not entirely
compatible with current GNU sources, so they would need updating in
any case, and second, there is no copyright assignment for them, and I
know from previous experience that getting a copyright assignment from
Motorola's corporate offices is somewhat difficult.  It's ironic,
because qualitywise Motorola's code is better than the usual.
