Actually if the RAM is the *only* difference, that could be made an option within the EB40a HAL.

btw Using FLASH is not trivial. In fact I can see no method to map two
blocks of 2 MB and one of 1 MB in continous area on that processor.

So I am mapping it non-continous and I'm not using it. Eventually
somebody may want to move some code and or data to the other FLASH
block.

That's the best approach to take. There's no point trying to be prescriptive after all!
