This bug was a bit more general than that. I don't think many people use the net
stack under very stressful conditions. Certainly the testsuite doesn't
(unfortunately).

It's a placeholder for "someone needs to write an app/test that really saturates
the stack with multiple sockets reading and writing large amounts of data
simultaneously to see what happens".
