"Augments" is slightly better than "modifies", perhaps, but I think
something like "is appended (logically) to" or "is (logically) concatenated
with" is better yet (much more explicit) for expressing what you propose.
I, of course, favor "replaces" or (is used in place of" or some such as
a possible way to express what I am advocating.
That said, there remains (whether appending or replacing) to capture the
notion of one location from a set of overlapping locations as being
"primary" in the sense suggested by Jim -- if in fact you wish to
incorporate that aspect into your proposal.
