New proposals


Todd Allen has presented a number of new proposals, some of
which may be interesting to consider.

On the other hand, we have wanted to complete the revisions
to the Dwarf standard and produce a version for public review.
We had previously declared that we wanted to produce this 
draft in January but delayed this in order to consider the
duplicate dwarf elimination proposal.  

I have been consistently discouraging submission of new proposals.
As I've said before, I am concerned that each time we extend our 
schedule to consider new proposals and delay completing
our current round of revisions we open the door to more new
proposals which leads to another delay.  

So what do we do?  Possibilities, as I see them, are

  (1)  Accept no new proposals.  As we previously decided, we
       wanted to extend the schedule to accommodate the very
       few issues which were in process.   But this may mean
       not considering proposals which have merit.

  (2)  Accept Todd's proposals but no others.  Is this fair
       to the next person who comes in with another proposal?

  (3)  Accept proposals up until some future specified date.
       Since we are changing this date for Todd's proposals,
       why wouldn't we also change the date for some other
       person?

  (4)  Accept any and all proposals until there are no more
       submitted.  This seems to be a recipe for never 
       completing the revisions.
