[docbook] Stable OASIS URIs for DocBook

The DocBook TC's area on the OASIS web server has now been updated.
This update provides stable URIs for all of the DocBook schemas on the
OASIS servers.

I crafted the pages very quickly, aiming for completeness rather than
beauty. We'll be able to improve things over time.

I'd like to extend my thanks to the OASIS staff who helped get this
accomplished.
