There is a Cygwin package for the DocBook XSL stylesheets. The package
is maintained by a member of the project, Marcel Telka. Along with
installing the stylesheets themselves, it also installs/updates an XML
catalog for them. It currently installs the 1.65.1 (latest) version of
the stylesheets. But if you wanted to use an older version of the
stylesheets, you could manually install the older stylesheet distro and
just add entries for it to the catalog.
