I don't know why that word. But the DTD says
that no other values for "format" are possible.
The format="linespecific" attribute on those elements is
required and has that fixed value.  This ensures that such
elements are identified to stylesheets as linespecific if
the DTD is read.  It is the stylesheet that has to respect
the whitespace.
