There's nothing specifically for this purpose in DocBook. I think
I'd be tempted to just mark some paragraphs as "special":
<para role="newsubject">...</para>
And then tweak the stylesheets to render "newsubject" paragraphs with
extra pre-space or a centered mark.

I don't know about TEI. DocBook is about technical documentation and
I'd be tempted, if I was your editor, to suggest that you find good
titles for those subjects and put them in titled sections instead of
relying on a formatting tweak to carry significant semantic meaning.
