The principle navigation structure is a tree.

There's nothing about website that prevents (or discourages) links
between pages independent of the primary hierarchy. In fact, I do it
all the time. With olinks, even:

| do this to put olinks in the webpage header.

Go for it. One of the things that motivated website was a desire to
impose an ordered structure on the site. If you have a different
structure in mind, explore it and let us know where you end up.
