Yes, but the point of external linkbases is that they are 
out-of-line. NO changes are needed to Docbook whatsoever to support 
them.

In general, extended links are a mess. It's not clear what they mean 
or how they would be implemented. Unless you have a specific use case 
for them in a particular context, I recommend leaving out extended 
links.
