The mediaobject element was invented to solve this problem.  It is a
container for several images, only one of which is to be used for a given
output.  The stylesheets have a selection algorithm for mediaobject to
select a likely graphics file.  The graphic element can only specify one
graphics file.  You will have to use profiling if you want to select from a
sequence of graphic elements.

It might be a good time to switch over to mediaobject.  The graphic element
won't even be in DocBook V5 (as mentioned in the current TDG).  It has been
deprecated for some time.
