It is complaining about a comment in the
DTD file, not your document. If it is random, I think it is an issue of
network transmission errors. Using a catalog to map the DTD reference to
local files would solve the problem, most likely.

I'm using Saxon to build the files but I'm using xmllint
to validate them.
That's the weird thing. It seems to strike at random. The
thing is that I don't have any comments in the xml-document.
I've also got this similar error on another

XML parser is producing it?
Generally the "--" string is not
permitted within a comment (other than the ones that start and end the
comment). But the line pointed to by the error message does not have
an extra "--". I just downloaded the file at that address and it is
fine.
It is possible that because you are
accessing the DTD over the internet that some characters are being
dropped. You might want to look at your catalog set up to map the web
address to a local address. That would speed up processing
too.
