FOP simply does not support most of the properties that scale images. I
have found that specifying the DocBook width attribute with a value that has
a unit of measure is the only thing that works reliably.

I'd try "by hand" using command line with xsltproc and fop 0.20.5 and
the result is worst :-( My picture is not included in my PDF file.
