[docbook-apps] Bug #849312 shade.verbatim not working in programlistingco

I think the shade.verbatim parameter in the HTML stylesheets is a
hack. It predates when I thought one could reasonable rely on CSS. I
think that day has passed.

Is there a good reason not to abandon the current technique (wrapping
<pre> in <table background="#e0e0e0">) and switch to CSS for this
feature?

I think that might just mean "remove the feature" :-)
