In the root.properties attribute-set, the text-align property is set to
'justify'. I think the chapter and other titles are inheriting that value.
I'm not sure why in XEP that property isn't inherited by the titles. But
you can edit a copy of titlepage.templates.xml to add text-align="start" (or
"left") for chapter, appendix, and maybe other titles as well, and then
regenerate titlepage.template.xsl and include it in a customization file.
Or if you want your whole document left-aligned, then set the property in
the root.properties attribute set instead.
