In many cases, huge monolitic templates have to be copied
and only slightly changed for customization, where as it
is difficult to make each and every feature configurable
via an attribute or a parameter.
If on the other hand, the templates were written in small pieces,
each calling many smaller ones (as it is often done in systems with
type extension), it would be much easier to customize.
May be it is worth the effort to consider rewriting big templates
with hard-coded features using smaller ones and xsl:call-template
to bring the pieces together.
