Yes. What problem do you have with it? If you have catalog file for DocBook registered in SGML_CATALOG_FILES environment variable and if you also added Lisp code mentioned in the message into your .emacs file Emacs should create precompiled DTD on a first load of DocBook file and then use it on all successive loaded files.
