questions about validity of certain blocks

Good afternoon:
I've been using Docbook for a while and now have the following questions:
1. What can I use to replace the combinations below? EpcEdit (the free
version) is complaining about them and I don't see anything wrong with them,
they convert to HTML without a problem...
A.
<blockquote><para>A long December and there's reason to belive<sbr/>
maybe this year will be better than the last<sbr/>

2. Can <sbr/> be used to generate HTML <br> Tags?
3. Can I use <footnote> inside a <para>? Again EpcEdit complains that it's
not valid
