XSL - plans to move all parameters to param.xsl?

Norm,

In developing a customization layer for our user manual based on
chunking, I discovered that a number of parameters related to
chunking were NOT in 'param.xsl' and instead were in 'chunk.xsl'.
A quick scan shows the following parameters in chunk.xsl:

  html.ext
  root.filename
  base.dir
  chunk.sections
  chunk.first.sections

What is the rationale for leaving them in that separate file? Is there any
reason they couldn't be moved over to param.xsl? (where all parameters
could then be easily found?)

Just curious,
Dan
