I think people are actually talking about Text Declarations:
 TextDecl ::= '<?xml' VersionInfo? EncodingDecl S? '?>'
And 4.3.3 says it with "Each external parsed entity in an XML document
may use a different encoding for its characters."
The idea is that the first face shown to people is one they can readily
accept - a more traditional logo. The lunacy element is only revealed
