$ find /lib/gcc/i686-pc-cygwin/ -name exception
/lib/gcc/i686-pc-cygwin/3.4.4/include/c++/exception
/lib/gcc/i686-pc-cygwin/4.3.4/include/c++/exception
The C headers "belong" to to the system, so they are under /usr/include.
<exception> is a C++ header and as such it belongs to GCC (g++)
If you don't have the above files, then you don't have g++ installed.
