One thing that might work is

cygcheck -l gcc-core gcc-g++ | tar -T - -czf gcc_files.tgz

then copy gcc_files.tgz to the other machine and untar it.

You'd have to tell setup to install everything -- otherwise you'll just
get a default set of packages.
