OK, thanks. I was not aware that -mno-cygwin was causing MinGW to be used instead of Cygwin...
I'll get back to MinGW there, although I did not get much help there previsously (which is why I was trying to move to using Cygwin).

I'll make one last try with the configure line suggested by Martin.
