The above implies that /usr/bin/cygiconv-2.dll was in use when you
executed rebaseall.  If rebaseall is run from ash, then the above should
not have happened.

Would you be willing to hack rebaseall to execute "ps -ef" right before
executing rebase, try again, and send the output to the list?
