Did you already play with the /etc/cygserver.conf parameters?

Sure. I only see a 10 semaphore id limit, but not the reported 5. And I didn't see where postgresql needs 2 id's per connection.

# kern.ipc.semmni: Maximum no. of semaphore identifiers hold concurrently.
# Default: 10, Min: 1, Max: 1024
kern.ipc.semmni 10
# kern.ipc.semmns: Maximum no. of semaphores hold concurrently.
# Default: 60, Min: 1, Max: 1024
kern.ipc.semmns 200
