1) If you are truly not using the cygwin DLL (and this mailing
list has demonstrated time and again that just -mno-cygwin is
not sufficient as many clever people go out of their way to
include cygwin libraries along with -mno-cygwin) then the program
is not GPL encumbered.

2) If you really want to be safe CHECK WITH YOUR OWN LEGAL COUNSEL.
Expecting expert advice from the cygwin mailing list is really not
safe.
