I have no problem whatsoever with this.

And it reveals that you have an old version of the DLL and have two
versions of the DLL in your path, one in C:\WINNT\System32\cygwin1.dll,
which setup.exe should have warned you about.  Putting the DLL there is
something that we've repeatedly stressed is a bad idea (tm).
