While creating the new bash version for the Cygwin net distribution,
I found that `configure.in' defines -luser32 as additional linker flag
when building for Cygwin. This isn't necessary. gcc for Cygwin adds
that library automatically through it's specs file. So the patch I've
applied to the bash for the next Cygwin version is this one:
