If you go to http://www.cygwin.com/, you will see a link to a
precompiled version of joe.
Or you could use vi (comes with cygwin).
Or you could search google for "+cygwin +pico" (or "+cygwin +nano")
Or you could get XEmacs -- the cygwin version, or the windows native
version. Both are available pre-compiled from http://www.xemacs.org and
use a snazzy installer based on cygwin's setup.exe. (The windows native
XEmacs also is available via an experimental InstallShield installer).
Or you could use notepad.
Code is just text, after all.
